Ankle Monitor-Wearing DC Man Gets 11 Years For Armed Maryland Carjacking Spree

Even an electronic monitor couldn’t stop a Washington, DC man from continuing a life of crime in the DMV region.

James Albert Borum, 20, of DC, has been sentenced to 11 years in federal prison, followed by five years of supervised release, for a spree of armed carjackings he committed while wearing an ankle monitor as he was out on release for previous crimes, federal officials announced.

Specifically, Borum admitted to a series of four carjackings with accomplices in Montgomery and Prince George’s counties in June 2021 while he was under pre-trial supervision tied to charges in Washington, DC.

On June 4, 2021, prosecutors say that Borum’s first victim was beaten and carjacked, with him and a co-conspirator stealing their victim’s wallet. Police later recovered a bank card and social security card with his spouse’s name from Borum’s bedroom following his arrest, according to officials.

Less than a week later, on June 10 in Silver Spring, Borum and a second man followed their second victim into an apartment courtyard, where they pointed a handgun at his head and stated “I'll kill you. Give me the keys.’

A GPS inside the second victim's vehicle placed it near Borum’s home for most of the time it was taken, though it was rarely used, according to his plea agreement.

Borum also admitted to an attempted carjacking in a parking garage in the 8700 block of Cameron Street in Silver Spring on June 18, 2021, though he was unable to steal his victim’s purse.

While investigating, officials say that detectives were able to obtain surveillance footage from nearby Metro stations that showed Borum wearing an ankle monitor and a “distinctive white sweatshirt,” which was later recovered at his Washington, DC home.

Borum also copped to his roles in an armed carjacking on June 18, 2021, in the 3500 block of East West Highway in Hyattsville and in the 8700 block of Colesville Road in Silver Spring on June 23, 2021.
